Statutes of the Krasnoyarsk International Music Festival of the Asia-Pacific region

1. General regulations
1.1. The Krasnoyarsk International Music Festival of the Asia-Pacific region (hereinafter – the Festival) is held once every two years in June – July in Krasnoyarsk city and other municipal districts of the Krasnoyarsk region, Russia.
1.2. The founde rof the Festival is the Ministry of Culture of the Krasnoyarsk region (hereinafter – the Founder).
1.3. The Festival is held under support of the Ministry of Culture, the Ministry of Foreign Affairs of the Russian Federation and the Government of the Krasnoyarsk region.
1.4. The organizer of the Festival is the International and Regional Cultural Affairs Centre (hereinafter – the Organizer).
1.5. The partners of the Festival are the state cultural institutions and cultural education institutions of the Krasnoyarsk region, Krasnoyarsk city Government Head Cultural Department, Krasnoyarsk regional creative non-governmental organization “Union of Artists of the Russian Federation”, Krasnoyarsk regional organization of the non-governmental organization “Union of Composers of the Russian Federation” and other commercial and non-commercial organizations, mass-media (hereinafter – the Partners).

2. Festival aims and objectives
2.1. The aim of the Festival is:
to create conditions for cross-cultural interaction and mutual enrichment between cultures; to develop new forms of intercultural dialogue; to promote the image of the Krasnoyarsk region as a territory that preserves and supports cultural diversity.
Objectives of the Festival are:
promotion of classical and contemporary world’s music, choreographic and visual arts; discovering new artists, supporting their professional growth;
introducing development tendencies and contemporary interpretations of traditional art forms to citizens of the Krasnoyarsk region;
development of cultural relations, promotion of cultural exchanges and establishing networksbetween the artists and cultural workers of the Krasnoyarsk region, Siberian and Far Eastern Federal Districts of the Russian Federation and the countries of the Asia-Pacific region;
integration of the Krasnoyarsk region into the global cultural space;
promotion of the Krasnoyarsk region’s investment attractiveness, expansion of various forms of cooperation, development of inbound tourism in the Krasnoyarsk region.
3. Organization of the Festival
3.1.The Organizing Committee of the Festival is appointed in order to organize the Festival. It includes representatives of the Government of the Krasnoyarsk region, Legislative Assembly of the Krasnoyarsk region, Ministry of Culture of the Krasnoyarsk region as well as the representatives of other regional government agencies, regional departments of federal authorities, and municipal authorities.
3.2. The Executive Administration of the Festival is appointed by the Founder in order to prepare and hold the Festival (hereinafter - the Administration), and consists of the representatives of the Organizer and the Partners.
3.3. The functions of the Executive Administration are:
to determine the list of venues and the order of the Festival events;
to appoint a group of producers and stage managers;
to determine the list of participants and honored guests of the Festival.
3.4. The Expert Council of the Festival is appointed in order to select the participants of the Festival and consists of not less than 7 people who are the leading cultural workers of the Krasnoyarsk region and the Russian Federation.
3.5. The Art Director of the Festival is appointed to develop a program of the Festival and provide a high level of performances at the Festival. The Art Director contributes suggestions on participants, special and honored guests to be considered by the Expert Council.
4. Festival program
4.1.The Festival program includes the music of all genres, choreographic, visual and conceptual art, theater, contemporary video- and cinema art, pieces of traditional and modern art.
4.2. The Festival program includes performances of the symphony and chamber orchestras with participation of the soloists and conductors of the participating countries at the venues of Krasnoyarsk city and the Krasnoyarsk region, gala-concerts, music and street theater, art and photo exhibitions, installations and performances, film and animation, video and street art, workshops, conferences and lectures.
4.3. The special international projects are held at the Festival: "International Youth Orchestra", "Young Ballet of Asia and the Pacific Ocean", "Youth Big Band", "Art Objects in the Urban Environment", "Street Art".
5. Terms of participation
5.1. The professional performing creative groups and artists of various genres of traditional, classical and contemporary music, dance and other art forms as well as conductors from the Asia-Pacific region, the Siberian and Far Eastern Federal Districts of the Russian Federation are invited to participate in the Festival.
5.2. According to recommendations of the Art Director and the Expert Council and in order to provide high-level performances the Administration may invite creative groups, artists and conductors from countries unrelated to the Asia-Pacific region and regions beyond the Siberian and Far Eastern Federal Districts as special guests.
5.3. The number of participants in each creative team should not exceed 20 people (including manager and technical staff). The Administration may increase the number of participantson recommendations of the Expert Council.
5.4. Conditions of participation for international artists:
5.4.1. The expenses related to visas, medical insurance, traveling to the port of entry to the Russian Federation (international airport) and back as well as excess luggage expenses are to be covered by Participants themselves.
5.4.2.The Organizing Committee guarantees to cover Participants’ travel fare from the port of entry (international airport) to the Festival location and back to the port of entry (international airport), accommodation and meals during the Festival. The Organizing Committee provides transportation within Krasnoyarsk city and the Krasnoyarsk region as well as the medical care that does not require hospitalization.
5.5. Conditions of participation for Russian artists from Siberian and Far Eastern Federal Districts:
5.5.1. Participants from the Siberian and Far Eastern Federal Districts are responsible for arranging and paying their own travel to and from the Festival location.
5.5.2.The Organizing Committee covers accommodation and meals during the Festival as well as transportation within Krasnoyarsk city and the Krasnoyarsk region.
5.6. Conditions of participation for special and honored guests:
5.6.1. The Organizing Committee guarantees to cover Participants’ travel fare to the Festival location and back, accommodation and meals during the Festival. The Organizing Committee provides transportation within Krasnoyarsk city and the Krasnoyarsk region.
6. Application procedure
6.1. The creative groups, artists and conductors interested in participating in the Festival are encouraged to fill out an online application form on the Festival website www.apfest.com or send an application to the Administration by e-mail email@example.com
in accordance with the enclosed form in Addendum 1.
6.2.All the applications must be submitted not later than March 31 year of holding the Festival (the application date is determined according to the e-mail date or online submitting date). Incorrect applications and applications received or completed after the deadline will not be considered.
6.3. The Administration will inform all the applicants on the decision of the Expert Council not later than May 1 year of holding the Festival. Information will also be published on the Festival’s website www.apfest.com
7. Expert Council
7.1. The functions of the Expert Council are:
to examine received applications and estimate enclosed video materials by following criteria: level of proficiency and artistic quality, uniqueness, technical possibilities for organizing the performance at the Festival;
to select Participants of the Festival;
to contribute suggestions on the Festival program;
to prepare recommendations concerning creative teams, artists and conductors to be invited as special and honored guests.
7.2. The Expert Council is eligible to make decisions if at least two-thirds of its members are present at the session.
7.3. The decisions shall be taken by a simple majority vote.
7.4. The decisions of the Expert Council are to be recorded and signed by the Chairman and the Secretary of the Expert Council.
7.5. All the protocols of the Expert Council sessions are sent to the Organizing Committee to be archived and retained.
8. Financing of the Festival
8.1. The Festival is financed from the budgetof the Krasnoyarskregion (budget article "culture") andextra-budgetarysources.
9. Participants’ rewarding
9.1. All participants of the Festival are awarded diplomas and gifts.
10. Final regulations
10.1. A range of international and Russian mass-media representatives will be accredited to cover the events of the Festival.
10.2. All the materials, received or recorded by the Organizer during the Festival (photographs, audio/ video materials) are the property of the Festival Organizer. Their use for the purpose of the festival organizing and advertising does not require additional approval with Festival participants.
10.3. The Organizer reserves the right to reproduce, distribute video and audio recording, produced during the Festival, to carry out their rent, to use in the publication of collections, brochures, production of audio and video discs without paying royalties to creative groups, artists, soloists and conductors, who participated in the Festival.
